Tiene como objetivo la Justicia Juvenil Restaurativa, que permita que los adolescentes que han ingresado en el Sistema no reincidan en la comisión de delitos si no que por el contrario empiecen a formular un nuevo proyecto de vida. Se trabaja en alianza con la Oficina de las Naciones Unidas Contra la Droga y el Delito (UNODC) e igualmente se buscan estrategias de articulación interinstitucional entre todas las entidades que tienen relación con el SRPA.
